Why is that a "rather"? I'm guessing you mixed up "innocent" and "guilty" there, but if so, I'm not sure I could confidently agree with a claim that general (certainly not if the "many guilty" were serial ķillers that went on to commit many more homicides, vs the "one innocent" being given a community service sentence for a minor misdemeanor they didn't actually commit).
