There are aesthetic, performance, financial, and ideological reasons for people to evade many regulatory requirements for cars. For emissions in particular, you may miss out on some vrooom or roar from your car, or you may find yourself tasked to make expensive repairs in order to keep it on the road. These are comparatively cheap ways around that.

Yah thats is super obnoxious. I love the prius but if I couldn't park in a locked garage I would likely sell it for something else ASAP.
