The EU has a certain amount of jurisdiction over all companies providing a service to customers located in the EU. A US company can always stop serving EU customers if it doesn't want to comply with EU laws, but for most the market is too big to ignore.

So when one government compels an action another forbids, that's an international political situation.

There is no supreme law at that level; the two nations have to hash it out between them.
